They feel emboldened to act like assholes because of all the assholes at the top whom they see EVERY DAY acting like assholes.

At least, that's one take on it. :D

But ... I mean, seriously. I think some people act terribly because the Terrible People are in charge and look, nothing's happened to them. Sigh.
